More than 13,600 values changes are recorded for Vol. 4 of the 2017 Scott Standard Postage Stamp Catalogue. Vol. 4 spans countries of the world J-M. Overall, values continue to indicate a general softening of the market for stamps issued from the 1960s to 1990. The editors gave Monaco a close inspection this year, which results in almost 2,800 value changes. A somewhat weaker euro against the dollar pushed most of these changes in a downward direction. The declines are concentrated among issues from the 1980s through early 2015. A full line-by-line review of Malta results in 1,577 value changes. The changes in the classic period reflect increases for high-quality classic issues up to 1935. Various notes and footnotes have been clarified or expanded to further explain complicated listings, and other notes have been screened carefully to ensure accuracy.
