Description

A new year brings about new value changes for stamps issued from countries ranging from Namibia to Samoa. The Philippines saw a thorough review which realized almost 4,400 value changes. Along with value changes, numerous minor varieties and footnotes were added to the listings of the Philippines. Scattered increases in value are also found among the listings of Portugal issues. Many new values have been added to the listings for Qatar stamps where dashes previously indicated values were difficult to determine. The addition of values like this also occurs in the listings of Samoa's 2016 surcharged stamps (Scott 1234-1239).

The title pages of this volume and other volumes in the 2018 Scott Standard catalog state that this is the 174th edition of the catalogs (and it is). In September 1868, John Walter Scott published his first stamp catalog. The catalog, titled A Descriptive Catalogue of America and Foreign Postage Stamps, Issued from 1840 to Date, is considered to be the first Scott stamp catalog
