STAMP VALUES ON THE INCREASE FOR MANY OF THE
COUNTRIES IN VOLUME 5 OF THE 2007 SCOTT CATALOGUE

Market demand continues to push stamp values up in Volume 5 of the 2007 Scott Standard Postage Stamp Catalogue, which includes listings for countries of the world P-Sl. Countries with large numbers of value changes in Volume 5 include St. Vincent and St. Vincent Grenadines with 1,331 and 675 changes, respectively. Other countries with significant numbers of value changes include Pakistan, Papua New Guinea, Philippines, St. Kitts, St. Lucia, Samoa and Saudi Arabia.

In Pakistan, most of the changes are found in the period from 1947 to 1960. Modest increases were recorded for the first set, Scott 1-19 for mint never hinged, which rises from $148.85 to $170.60. Significant increases were recorded for a number of used issues. There are some value changes after the 1960s, such as the 2.25r Dr. Schweitzer issue of 1975, Scott 376, which jumps to $5 mint never hinged and $4 used, from $3.75 both ways in the 2006 Volume 5. One very modern item shows a large value increase. The 2004 Ninth SAF Games sheet of 16, Scott 1030, moves to $4.50 both mint never hinged and used from just $1.10 each way last year. There are very significant value increases in the 1947-48 Official sets, Scott O1-O26. The 10r rose carmine and dark violet stamp of 1947, Scott O13, skyrockets in the used column to $90 in this 2007 volume, from only $35 last year. And the 1948 5r carmine, Scott O25, jumps in the mint never hinged column to $47.50, from just $30 in 2006.

In Papua New Guinea, the 1901 1/2p-2sh6p Lakatoi set, Scott 1-8, moves to $798.25 unused and $790.50 used, from $763.75 unused and $753 used last year. The 1906 large "Papua" overprinted set, Scott 11-18, jumps to $500 unused and $498.50 used, from $444.50 unused and $487 used in 2006.

Russia is also shows general upward movement, especially in the issues from 1950-1960. Pre-WWII stamp values also show strong increases, with the greatest gains appearing for mint, never hinged values. In Romania, semi-postals and airmails show rather large increases, while many issues of the late nineteenth and early twentieth century show decreases.

Market activity drives many increases in St. Vincent and St. Vincent Grenadines for stamps issued between 1980 and 1990. The 1986 10c-$3 Trees set, Scott 968-971, jumps to $7.40 both mint never hinged and used, from $3.45 both ways in the 2006 Volume 5. There are many other value changes for the listings during these two decades that are noteworthy. The 1989 10c-$5 World Cup Soccer Championships set, Scott 1236-1239, is a good example. From $5.10 both mint never hinged and used in the 2006 Volume 5, the set has risen in value to $8.50 mint never hinged and $6 used. The souvenir sheets for the set, Scott 1240 and 1241, move from $4.50 both mint never hinged and used to $7.50 both ways this year.

In Philippines, most of the 670 value changes are in the classic period and are generally increases in the 5-10 percent range. The changes occur in both the unused and used columns of the catalogue. Value changes in the 20th century listings are not nearly so numerous as in the 19th century listings. There are two major number additions in the Philippines to the classic "Habilitado Por La Nacion" overprints of 1868-74. The new Scott 24A is a 5c orange first design type A1, issued in 1874, with catalogue values of $7,000 unused and $6,000 used. Also added is Scott 27A, a 5c vermilion of the 1859 design type A5, with catalogue values of $3,000 unused and $1,500 used. The 1993-98 National Symbols series has been dramatically reorganized and expanded and is now much easier to use and more helpful for the collector trying to understand the popular and complex issue.

The cover price for the printed version of Volume 5 and each subsequent 2007 Volume is $57.99. The CD-ROM price for Volume 5 is also $54.99. Volume 6 (Countries of the World Solomon Islands-Z) will be released in September, followed by the U.S. Specialized in October, and the Classic Specialized in November.
