20,000 VALUE CHANGES RECORDED PLUS MODERN
CUBA VALUES LISTED FOR FIRST TIME IN
VOLUME 2 OF THE 2007 SCOTT POSTAGE STAMP CATALOGUE

There are 20,000 value changes in Volume 2, which covers countries of the world C-F. "The single most important enhancement to this year's Volume has to be the addition of values in the Cuba listings for both mint and used stamps between 1961 and 2004," according to Scott Catalogue Editor James Kloetzel. "All totaled, 7,577 new values have been added for Cuba stamps starting with Scott 674 through Scott 4434, plus the airmails from the same period. This is in addition to the 20,000 other value changes in the volume," added Kloetzel.

Additional Volume 2 countries with significant value activity include Canada and the Canadian Provinces, Egypt, China, People's Republic of China and France. Unlike the previous years where value activity was attributed to currency fluctuations, this year's changes are driven overwhelming by market prices, except in Canada where a much stronger Canadian dollar has helped to propel many values upward in U.S. dollars.

In Canada, value changes are evident throughout, and almost all the changes are increases. In the classic era, the new values for Scott 1, the 3p red Beaver on laid paper, is indicative of the trend. From $13,500 unused and $800 used in the 2006 Volume 2, the values have moved in 2007 to $15,000 and $900, respectively. The Large Queens of 1868-76, Scott 21-33, show even larger percentage increases. The 6¢ dark brown, Scott 27, for example, jumps to $1,500 unused and $100 used, from $1,250 unused and $80 used last year. Similar increases are noted in the 1897 Jubilees, the 1897-1902 Maple Leaf and Numeral Victorias, and the 1903-08 King Edward VII issues. The 50¢ purple KEVII stamp, Scott 95, moves to $650 unused, $1,450 mint never hinged and $140 used, from $550 unused, $1,300 mint never hinged and $125 used in 2006. Low values also have increased in value. Scott 89, the 1¢ green KEVII, increases to $22.50 unused and $50 mint never hinged, from $18 unused and $37.50 mint never hinged last year.

Increases in Canadian values do not stop in 1908. Admiral issues and most sets and singles through WWII show modest to significant advances. Increases in the post-WWII era are more spotty and modest. Exceptions include panes of 25 or 20 of the 1962-63 QEII definitives, Scott 402a, 404a and 405b, with each jumping by 25 percent or more in the mint never hinged column. Other panes, booklet panes and varieties often advance in value.

One of the notable increases in Egypt is Scott 858-859, the 200m and 500m Nasser set, which goes from $9.00 mint never hinged and $2.75 used to $17.00 mint never hinged and $3.90 used. There are hundreds of other singles and sets with similar value increases.

China shows many increases in the early issues. The Imperial Dragon issues, Scott 1-15, advance at different rates, but overall move at an average increase of a little more than 10 percent. Many stamps rise in value slightly in the Imperial Post section, through Scott 145. Value increases in the Republic period are numerous but more spotty than those in the earlier issues.

Peoples Republic of China shows some significant increases in the values of some early used stamps. The first Gate of Heavenly Peace set, Scott 12-20, increases in value unused to $82.40 from $79.90 in 2006. However, in used condition the set skyrockets to $36.00 from only $8.95 last year.

The cover price for the printed version of Volume 2 and each subsequent 2007 Standard Postage Stamp Catalogue Volume is $57.99. The CD-ROM price for Volume 2 is $54.99. A package that includes print and CD-ROM versions of Volume 2 is also available for $94.99. Volume 3 (Countries of the World G-I) will be released in June, Volume 4 (Countries of the World J-O) in July, Volume 5 (Countries of the World P-Slovenia) in August, Volume 6 (Countries of the World Solomon Islands-Z) in September, the U.S. Specialized and the Fall U.S. Specialized Valuing Supplement in October, and the Classic Specialized in November.
